Just read the article. In it, you'll learn that your rights as creator to your
artwork, animations, or anything else that you have ever created, will or can be
taken. What this bill is pretty much stating is that unless a work is registered
for copyright for at least $5 a work then piece is automatically available for
anyone's LEGAL use, while you do not get a cent.
